The responsibility for developing the new Just Cause will probably fall in the hands of Avalanche Studios. The group has done a very good job with previous installments, and they have a knack for first-person shooters, as demonstrated in games like Mad Max, Rage 2, and Just Cause 4. Sadly, there is no additional information about the new Just Cause, and Avalanche could be preparing to surprise us with a spin-off.
